Occupational and Industrial Safety

The Department of Labor & Industry’s Bureau of Occupational & Industrial Safety (L&I) has created a new user-friendly application for requested services, called eDAP. This application portal will allow applicants, third-party agencies, and internal L&I staff, to submit and work on all aspects of life safety equipment electronically. The link to utilize this service is found here: https://www.boisedap.dli.pa.gov/index.html . These items are outside of building plans and building inspections. For those services, please see the L&I webpage related to the UCC found at https://www.dli.pa.gov/ucc/Pages/L-I-Enforcement.aspx.

eDAP may be utilized for individuals who currently submit to L&I for lifting devices, boilers, stuffed toys, and any other service that is currently requested by L&I. Payment will be sent electronically with application at the time of application, except for stuffed toy applications. Those will still need to be sent with a sample of the toy. Previously, all applications would need to be sent via USPS with a check or money order. Under the new eDAP system, any form that was previously needed for application review is still required; however, those forms have now been digitized. Additional fields may be required such as uploaded documents.

Video tutorials have been created that go over all facets of the new eDAP system – from logging onto the new system, to a tailored step-by-step process of submitting the common types of applications or inspection reports. You can access the library of videos at the following site under the Helpful Links section : https://www.boisedap.dli.pa.gov/index.html

Utilizing the electronic eDAP submission process is NOT required for application. If an applicant chooses to submit utilizing the paper submission process, that process is still available. For paper submissions, all steps of the paper submittal process need to be followed for application review to occur on those submissions.

The Bureau of Occupational and Industrial Safety (BOIS) administers and enforces safety standards related to asbestos occupations, boilers, building construction (Uniform Construction Code), elevators (uniform Construction Code), flammable and combustible liquid, lead occupations and liquefied petroleum gas. Clicking on the photo icons in the center of this page will take you to pages where you can find compliance information for each of these major safety programs administered by BOIS.

BOIS also administers Pennsylvania's Bedding and Upholstery, General Safety (as it relates to public sector employees) and Stuffed Toy Laws. You may obtain information about these programs below.
