Disability Services

The Pennsylvania Office of Vocational Rehabilitation, or OVR, provides vocational rehabilitation services to help persons with disabilities prepare for, obtain, or maintain employment. OVR provides services to eligible individuals with disabilities directly and through a network of approved vendors. Services are provided on an individualized basis.

Employment First Act

Through the Employment First Act, Act 36 of 2018, the Office of Governor Tom Wolf and the Governor’s Cabinet for People with Disabilities has created the initial three-year plan that outlines the commonwealth’s policy recommendations to implement the Employment First Act to improve employment outcomes for Pennsylvanians with disabilities. More information about the Employment First Act, helpful information, and resources will be available in the near future.

Order of Selection Reopening Public Comment Period and Public Meetings

Effective August 8, 2022, OVR is planning to reopen the Order of Section for
Pennsylvanians with a Significant Disability (SD) or Non-Significant Disability (NSD).

In anticipation of this planned reopening, OVR will be holding a two-week public comment period from July 21, 2022 – August 4, 2022, for the public to have the opportunity to provide input on this change. During this public comment period, individuals can send feedback to or attend a virtual public meeting to provide comments.

The public meetings will be held on July 21 from 10 – 11 a.m. and 1 – 2 p.m. To attend these meetings, you must register in advance. After registering, you will receive a confirmation email about joining the meeting. Please find below the Zoom registration links.
