Advisory Committee for the Blind

L&I Support Organization:
Bureau of Blindness and Visual Services

Mandate/Authority:
The Administrative Code of 1929, 71 P.S. 2 et. seq., as amended.

Mission:
To advise the Bureau director in all program areas, including but not limited to: Vocational Rehabilitation, Rehabilitation Teaching, Independent Living Services, Orientation and Mobility Services, Specialized Services and the Business Enterprise Program, and to make informed recommendations concerning program and service development, expansion and enhancement.

Advisory Council for the Deaf and Hard of Hearing

L&I Support Organization:
Office for the Deaf and Hard of Hearing

Mandate/Authority:
Act 184 of 1986, 43 P.S. 1461 et. seq., as amended

Mission:
To advance the independence of people with hearing loss and to support equal opportunity for individuals who are deaf or hard of hearing throughout the Commonwealth of Pennsylvania.

Advisory Council to the State Workers' Insurance Board

L&I Support Organization:
State Workers' Insurance Fund

Mandate/Authority:
Act 57 of 1996, P.L. 350

Mission:
Commissions and reviews actuarial studies for the Board; reviews audits and recommends policies on distribution of any surplus.

Asbestos Control Advisory Committee

L&I Support Organization:
Bureau of Occupational and Industrial Safety

Mandate/Authority:
Act 194 of 1990, Section 10

Mission:
Advises the Secretary on rules and regulations promulgated pursuant to this Act. Studies need for the creation of an Asbestos Abatement Project Permitting Program; and an Asbestos Abatement Project Contractor Licensure Program; and makes recommendations to the Secretary.

Bureau of Disability Determination Advisory Committee

Mandate/Authority:
None

Mission:
Act effectively in the interests of all citizens of the Commonwealth and to provide on-going advice to the Bureau of Disability Determination and to the Secretary on practices and policies which concern the determination of claims for Social Security benefits (SSDI and SSI).

Committee of Blind Vendors

L&I Support Organization:
Bureau of Blindness and Visual Services

Mandate/Authority:
Randolph-Sheppard Act, 20 U.S.C. 107 et. seq., as amended
Little Randolph-Sheppard Act, 71 P.S. 580.11 et. seq.

Mission:
To actively participate with BBVS in matters relating to policy and program development, receive and transmit grievances from blind vendors, development of a promotion system, development of training and retraining, and sponsor meetings and conferences.

Pennsylvania Employer Advisory Council (EAC)
for Workforce Development

L&I Support Organization:
Employer Advisory Council

Mandate/Authority:
None. Employer Advisory Council is an outgrowth of the 1971 Vickery Commission, a Federal-State initiative to improve the employment service.

Mission:
Improve services to applicants and employers, increase the effectiveness of Workforce Development Programs and act as advocates of Team Pennsylvania CareerLink®.

Governor's Committee on the Employment of People with Disabilities

Mandate/Authority:
Executive Order 1981-13.

Mission:
To support education and awareness regarding employment of individuals with disabilities within the State.

State Advisory Council on Unemployment Compensation

L&I Support Organization:

Mandate/Authority:
Unemployment Compensation Law, Act of December 5, 1936, Special Session 2, P.L. 2897, No. 1, as amended, 43 P.S. 751 et. seq..

Mission:
Consider and advise the Department on all matters related to the administration of this Act, including the formulation of policies.


State Apprenticeship and Training Council

L&I Support Organization:
Bureau of Labor Law Compliance

Mandate/Authority:
Apprenticeship and Training Act, Act of July 14, 1961, P.L. 604, No. 314, 43 P.S. 90.1 et. seq..

Mission:
Encourages the development of an Apprenticeship and Training system and establishes standards of Apprenticeship and Training that will provide opportunities for workers to improve and modernize their skills.

State Independent Living Council to the Pennsylvania Office of Vocational Rehabilitation

Mission:
To promote independent living services which empower Pennsylvanians with disabilities to achieve their optimal level of independence and improve their quality of life.

Mission:
Policy advisory body for OVR services to individuals with disabilities.

Workers' Compensation Advisory Council

Bureau of Workers' Compensation

Mandate/Authority:
Workmen's Compensation Act, Act of June 2, 1915, P.L. 736, No. 338, 77 P.S. 701 et. seq.., as amended by Act 44 of July 2, 1993 and Act 57 of 1996

Mission:
Consider and advise the Department on all matters related to the administration of the Pennsylvania Workers' Compensation Act and the Pennsylvania Occupational Disease Act.
