David M. Walker was born in Philadelphia on July 19, 1909. Upon graduation from the Philadelphia public schools he immediately went to work in the insurance business and at the same time attended evening classes at the University of Pennsylvania's Wharton School. He was treasurer of his own insurance business in Philadelphia and served on the Board of Directors of several major insurance companies. He also served as Executive Director of the Redevelopment Authority for the City of Philadelphia; and as a member and secretary of the Zoning Board of Adjustment for the city.
 
In addition to serving as president of several service clubs he was a Trustee of the Frankford Congregational Church of Philadelphia; a member of the International Association of Government Labor Officials' Executive Committee; a member of the Administration and Procedure Committee of the International Association of Industrial Accident Boards and Commissions; and a member of the Union League.
 
Governor John S. Fine appointed him Secretary of the Department of Labor and Industry in January 1951.
