UCC Review and Advisory Council

The Uniform Construction Code Review and Advisory Council was established by Act 106 of 2008. Appointed by the governor, the 19-member council is drawn from various construction industry trades and professions and local government. The council is charged with making recommendations to the governor, the General Assembly and the Department of Labor & Industry regarding proposed changes to Act 45, the Pennsylvania Construction Code Act, and reviewing the latest triennial code revisions issued by the International Code Council contained in the International Codes enforceable under the Uniform Construction Code. The council is required to submit a report to the secretary of Labor & Industry within 12 months following publication of the latest triennial codes specifying each code revision that is to be adopted as part of the Uniform Construction Code.

The council is required to review the applicable triennial code revisions to the following International Codes adopted as the Uniform Construction Code:

• International Building Code (IBC)
• International Energy Conservation Code (IECC)
• International Existing Building Code (IEBC)
• International Fire Code (IFC)
• International Fuel Gas Code (IFGC)
• International Mechanical Code (IMC)
• ICC Performance Code for Buildings and Facilities (ICCPC)
• International Plumbing Code (IPC)
• International Residential Code for One- and Two-Family Dwellings (IRC)
• International Wildland-Urban Interface Code (IWUIC)

The UCC RAC reviewed the 2015 triennial revisions to the ICC and submitted its adopted revisions to the Secretary of Labor & Industry on May 29, 2015. The RAC also submitted a clarification to its adoptions to the Secretary on June 17, 2015. The Department promulgated regulations based on the RAC’s code adoptions. These regulations went into effect on Dec. 31, 2015.
