Barry H. Stern was born on August 15, 1946. He graduated with a Bachelor of Arts degree in Political Science from Penn State in 1968, and from the George Mason University School of Law in 1976. He was a member of the Washington D.C. and Virginia Bar Associations and the D.C. Air National Guard from 1969-1975.

Stern was the Congressional Liaison for the General Services Administration from 1974-76; Executive Assistant for Legislation and Intergovernmental Affairs, U.S. Department of Labor from 1976-77; Director of Western Operations in the Thornburgh/Scranton campaign; Counsel for Transition of Government in 1978.

Stern was appointed Deputy Secretary for Administration for the Department of Labor and Industry, February 19, 1979, and appointed Acting Secretary, August 3, 1981.
