A. Allen Sulcowe

Photo of A. Allen Sulcowe A. Allen Sulcowe was born in Philadelphia on December 31, 1906. He was educated in Philadelphia public schools and graduated from Temple University Law School with a Bachelor of Law degree. He was a member of the Philadelphia Bar.

Appointed Chief Administrative Officer of the Bureau of Employment and Unemployment Compensation in 1937, Sulcowe was a career employee of the Department of Labor and Industry. After service in the Navy during WWII, he returned to state service to become Director of the Pennsylvania State Employment Service in 1942, serving until his appointment as Executive Director of the Bureau of Employment Services in 1955. He was appointed First Executive Deputy Secretary of Revenue by Governor George Leader in 1957, and acting Secretary of Revenue in 1958. He returned to his former post at the Bureau of Employment Services in 1959, where he remained until his appointment as Secretary of the Department of Labor and Industry by Governor David Lawrence in 1961.

Sulcowe was a member of the Health and Welfare Council, division of the aged and was program chairman of the Pennsylvania Welfare Conference. He is author of numerous published works on employment and unemployment compensation.
